What are the best herbs to grow outdoors in southeast Louisiana, zone 7-8?

Many of the common herbs such as chives, dill, mint, oregano, rosemary and thyme do well in your area. There are some that don’t, such as french tarragon, sage, and summer savory. Some annual herbs such as chervil, coriander and dill are best planted in the fall because they go to flower and seed too quickly in the heat of spring and summer.

The book, "Southern Herb Growing" by Madeline Hill and Gwen Barclay, is an excellent guide to growing and using herbs in the southern United States. The book is published by Shearer Publishing, Fredericksburg, Texas (1987).
