I am growing a dwarf pomegranate tree in a pot. It is about 8 inches (20 cm) high. The leaves have turned a rusty color. It is currently outside on my porch. Is this normal?

No, it is not, but it is not uncommon. It is most likely caused by exposing the leaves too quickly to more light and thus causing a light burn on the surface. The new leaves coming after the plant was moved to this brighter situation will most likely be nice and green -adapted to the light. Keep the plant well watered so that is has access to sufficient water to cool itself by evaporation of water.
