I have heard that you can mix roses in with herbs. Which herbs would be the best to mix into empty spots in my rose garden?

Roses need full sun and so do most herbs, so you have to choose herbs that are not too tall or aggressive. Chives are great as they also repel aphids. Basils, parsley, garden sage, thymes, anise hyssop, lemon balm, chamomile, coriander, feverfew, French and citrus marigolds, pyrethrum, creeping savory, skullcap, Alpine strawberry, blue vervain, red yarrow are some of my recommendations.
