Rosemary and Thyme for the Windowsill

Can you grow rosemary and thyme on a sunny windowsill over the winter in the northeast (Pennsylvania, USA) to be used in recipes when it can’t be grown outdoors?

As long as the window is bright, no problem. If it is not bright, add some fluorescent lights above the plants, leave them on for 14 hours per day and watch your plants. If they grow skinny and tall, add more lights. Just remember to never let your plants dry out completely and do not let them stand in water.
