I live in Maine, USA and I just bought some white sage. I have it in the house because I know it can’t take the cold. How often should I water my white sage? What does the soil feel like when it needs a watering?

You are quite right, white sage is winter hardy to zone 7 and in your state the zones spanned are 2, 3, 4. Water whenever the top centimetre (1/2 inch) becomes dry.

Also, I have some plant lights for my plants. How many hours of light do they need in a day?

Generally artificial lights are not strong enough to simulate outdoor conditions and to make up for lack of intensity, you can increase the number of hours of illumination. A good ball park figure would be 14 to 16 hours per day.
