Remove Skin on Garlic Cloves Before Planting?

Thank you for your garlic planting info sheet. This is my first time planting garlic. Elementary question ~ do I peel the garlic cloves or leave the skin on when planting? Or perhaps it doesn’t matter?

The outer skin that encloses the whole bulb must be removed to extract the cloves, of course. But the skin on the cloves should not be removed because that opens up a route for bacteria and fungi to invade and infect the bulb which will cause the clove to rot.
