I would like to know if I could grow Jasminum sambac indoors by a south to southeast facing window through the NYC zone 7 winters or would I need it to be hotter?

The hardiness zone ratings only have meaning for plants that are overwintered outdoors. When plants are wintered indoors the zones don’t apply. The main issue then is the amount of light. Jasminum sambac does best in bright light or partial shade, so it should be fine in your window; but much depends on your specific conditions. The problem with light is that what looks bright to the eyes indoors may actually be insufficient for plants. Overhanging roofs and balconies, nearby buildings and trees, etc., can degrade what would otherwise be adequate south-facing exposure. So if the plants grow well but do not flower you may need to supplement with artificial light.
