Fenugreek Capsules for Breast Enhancement?

Will fenugreek capsules work the same as fenugreek tea to enhance the breast?
I have had no personal experience of breast enlargement using fenugreek. It has a long history of use for this purpose. Scientifically, it may be the estrogen-like chemical in fenugreek that causes this effect, and so capsules may be as effective as the tea.
James Duke, in "The Green Pharmacy (St. Martin’s Press, 175 Fifth Avenue, New York, NY 10010) states that a woman who had eaten several fair-size portions of fenugreek sprouts over the course of several days noticed that her breasts seemed somewhat larger. Duke also suggests that it may be worth trying to massage fenugreek into the breasts, using powdered fenugreek seeds mixed to a paste with vegetable oil. The breast tissue is absorbs herbal ingredients well.
