Short Flower Stems On Lavender

I have been growing lavender for 12 years and over the years have noticed the length of the flower stems can vary. I have decided the difference could be the amount of water given in the spring. Could you please tell me what you believe can cause the stems to be short?

Lack of water in the spring will cause the whole plant to grow somewhat small and be unthrifty. I have also found that soil that holds very little moisture and nutrients, such as almost pure sand, with no source of water lower down, will grow very poor lavender with tiny flower stems. The plant wants good drainage, but even moisture during the growing season. It needs fertilizer, just not so much that the plant gets too big and flowers poorly.
