Is it possible to grow saffron crocus in the tropics, Singapore?

You would have to simulate 2 to 3 months winter by planting the bulbs in pots, growing them outside in the coolest spot you could find, or on the windowsill of an air-conditioned room and putting them pot and all in the fridge for 2 to 3 months in the fall. Once the foliage has died down, you could remove them from the pot and store them in almost dry sphagnum moss until spring.
