Is there a perennial (available as seeds) for zone 3 (Montreal) that is fragrant, or with flowers for most of the summer or could you suggest an herb?

It should go in full or partial sun, be up to 20cm high with a width from 20 to 40 cm.

Since Montreal is on an island with lots of climate altering water near-by and since it also gets an ample snow cover in the winter, we find that plants hardy to zone 5 will survive there.

I would recommend many of the thymes, but especially purple carpet lemon thyme. The thymes are fragrant even when not in bloom. Profusion chives is very pretty. Double or the plain Roman chamomile has a great scent.

To have flowers all summer you will have to stick to annuals. Perennials never flower all summer, but have a flowering period and then gather enough strength to make seeds and still survive the winter.
